UK Councils Plan to Sell Off Community Hubs and Leisure Facilities to Manage Finances

Based on a latest study of local authorities, UK councils are preparing to sell social clubs, sports centres, and shopping arcades as they bet on a rapid disposal of assets to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK reported that six out of ten of local authorities are intending to sell assets to meet the rising costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling playing fields and open spaces to shore up their finances, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group said that a high proportion of councils attempting to raise money from a quick sale of holdings represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials stated they would focus on service redesigns and utilising savings to weather increasing financial challenges.”

Detailed Cases of Proposed Sales

One local authority in southeast England said its property management strategy included the sale of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Wider Fiscal Pressures

This research of councils in the coalition, which covers several urban centers, also found that over seven in ten of councils will have to increase local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but certain measures take time to deliver both improved services and financial savings,” stated a council leader.

He continued: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Projections

A survey of regional authorities this week further found council budgets being strained by the increasing figures of children and adults needing special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes was recently delayed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, several participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the latest deprivation indices,” said the report.

“While only a single urban area is in the ten most deprived for disadvantaged communities countrywide, urban areas are much more prone to be in the worst-off 20% of England. The figures highlights the extent of challenges facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Local government leaders have been clear about the need for a equitable and lasting financial structure that reflects and responds to the actual extent of deprivation and demand,” stated Michael Mordey.

“Without this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have cut or compromised care services in the past 12 months, the study revealed.
