The Australian skipper has claimed over 300 dismissals in 71 appearances with an average of 22.10.
Australia's chief selector Bailey has confirmed that pace spearhead Cummins will be a central figure in the upcoming historic rivalry.
There were concerns that the veteran bowler might miss the series due to a ongoing back issue that was still troubling him.
Earlier indications from the squad suggested no definitive call had been made regarding his involvement, with the five-Test series set to start on November 21 in Perth.
He revealed that Cummins is "building up" and was "optimistic" about the likelihood of participating.
"We're aware that the window is narrowing and there are permutations around that, aside from his injury, but further aspects," the selector added.
"The outlook is good. [We are] really confident that he'll participate in a significant role. Hopefully it's the first Test. Should that not happen, then we'll pick it up."
Previous Setbacks
He was sidelined Australia's limited-overs series against New Zealand and India recently after examinations confirmed a stress reaction in his back.
There is a track record of spinal problems, with setbacks in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in four years.
Cummins stated he would be bold in recovery efforts in his recovery plan to make the squad for the contest.
Bailey noted that it was unclear if Cummins had begun bowling as part of his recovery but admitted it was "getting tight" for him to recover fully for the initial match.
Alternative Arrangements
If he's unavailable, veteran batsman Smith will lead the side.
All-rounder Cameron Green was recently pulled out from the national team for their one-day international series against the subcontinent side as a safety move because of discomfort in his torso.
He labeled it as a "slight concern and confirmed that he'll feature in the Sheffield Shield, so will be "in a good place to deliver overs."
"Extensive planning has gone into creating the schedule for him to be available for the first Test as an dual-role player," he elaborated.
"Originally, he'd only feature in the initial matches regardless. How he handles the willow in shorter formats, should it hinder progress for a short period, the choice was made to approach this more conservatively."
